Ethiopian Government Service/ Information Portals
More than 200 services have already been enabled and information portals have been developed for federal ministries/ agencies and City Government of Addis Ababa which are available to the public on www.eservices.gov.et and www.ethiopia.gov.et respectively. The ministry/ agency portals and electronic services portal have been upgraded to include up to date information and service transactions.
Ethiopian National Datasets (ENDS)
Data within the Government is to be recognized as an important resource (asset). Its optimal management to support the business of the Government, service delivery to citizens and other constituents and its potential for sharing with entities outside the Government for overall economic and social development, is of paramount importance.
A number of studies have been conducted including the ENDS Master Plan, for the establishment of the Ethiopian National Datasets. It has been identified that there are 188 most common datasets that meet the established criteria of commonality and more than 500 potential common datasets for future inclusion from various ministries and agencies.
MCIT is now implementing a project to establish the technology infrastructure and systems for ENDS as a common resource for the Government as well as corresponding agency system for data management. This includes the developing and deploying Common Infrastructure and tools, and developing and deploying Agency Specific Infrastructure and tools.
Priority Common Datasets identified based on the data share-ability and business impact assessments of each dataset have been developed which are available on the National Open Data Portal.
The proposed ENDS systems architecture is a multi-layered model consisting of the Data Extraction layer, staging layer for data cleansing and validation, Data Transformation to data marts, Business Intelligence and data analysis layer, and finally the Data Access layer.
- Data extraction involves extracting key Data from various agency Systems as Flat File downloads by Ministerial stakeholders, consolidation of all data files into central FTP server and extraction of data from the files and placement in a Staging Database.
- In the Staging Server the data is cleansed and validated before partitioning into data marts corresponding to each end use and their transmission.
- The penultimate step in the process is carried out by the Business Intelligence and Analysis layer which processes the Data Marts into cleanly packaged information sets for final consumption.
- The final component of the ENDS technical architecture is providing access to this aggregated, validated, packaged and analyzed data to consumers. Consumers for ENDS data are Ministries, Agencies, e-Services, open data portals, mobile Apps, developers, and possibly citizens. The following two main channels are envisaged for accessibility: Web Service / APIs and Portals.
